Fix release: all responsive themes - performance issues

Launched on Oct 10th, 2013,  for all responsive themes: 

This release solves the following issues:

All CMS

• jQuery call is now local
• HTML5 fix file for IE8 is now local
• Bootstrap js files were all merged into one single call to bootstrap.min.js

Sharepoint

• In Office365 v2013, changed version to 16, and file revision to 27
